Open Global Configuration/Locale and set Country Locale to: pl_PL.UTF-8

turn off WYSIWYG-Editor, so that your editor doesn't replace UTF-Chars with html code...

Additionally you have to change MySQL-Tables, they should be set to UTF-8 as well...
